What is the Partnership Framework?
The Partnership Framework in Support of South Africa’s National HIV & AIDS and TB Response (2012/13 – 2016/17) is a five-year cooperative agreement signed by South Africa and the United States (PEPFAR) in December 2010.
The joint agreement puts South Africa in the lead in managing and directing a sustainable health program, including ongoing PEPFAR support.
This cooperative effort will strengthen the effectiveness, efficiency and sustainability of South Africa’s national HIV, STI and TB response through joint planning and decision-making.
Partnership Framework Implementation Plan (PFIP)
PEPFAR and the South African government have developed and signed a Partnership Framework Implementation Plan which explicitly spells out the scope and pace of this transition to which U.S. Secretary of State Hillary Clinton has remarked:
"We will embark upon the next chapter in our relationship with renewed determination, because our goal is no new AIDS patients...And by continuing to work together and embracing smart strategies, I believe that the United States and South Africa can reach that goal."Remarks »
