Telephonic Conference Call with Deputy Assistant Secretary of State William Fitzgerald

On Thursday, March 29th, Deputy Assistant Secretary of State for African Affairs William Fitzgerald briefed journalists across the continent and provided an update on the situation in Mali, discussed the March 25th presidential elections in Senegal, and answered questions from journalists.

Deputy Assistant Secretary Bill Fitzgerald

William Fitzgerald serves as Deputy Assistant Secretary of State in the Bureau of African Affairs overseeing policy and operations at all U.S. missions in West Africa as well as supervising the Bureau’s economic and commercial efforts on the continent.  From 2006-2009, Fitzgerald served as a Deputy Assistant Secretary in the Bureau of Population, Refugees & Migration.  His regional portfolio included Afghanistan, Pakistan, Sub-Saharan Africa and Latin America.  He oversaw the annual spending of more than $500 million of refugee and other humanitarian assistance to those regions. 

From 2003-2006, Fitzgerald was Deputy Chief of Mission at the U.S. Embassy in Kampala, Uganda.  During his final year, he served as chargé d’affaires during the controversial 2006 elections.  A 22-year veteran of the Foreign Service, Fitzgerald has also served at other African posts – Togo, Mali, and Zambia – as well as tours in Mexico and Ecuador. 

Before he joined the Foreign Service in 1988, Fitzgerald worked as a reporter and editor for United Press International and the Paris-based Organization of Economic Cooperation and Development.  He is a graduate of the University of Chicago.

Sous-secrétaire d’Etat adjoint au Bureau des Affaires africaines du Département d’Etat des Etats-Unis, William Fitzgerald est responsable de la politique et des opérations de toutes les missions diplomatiques américaines en Afrique de l'Ouest et supervise les travaux du Service de politique économique du Bureau pour toute Afrique subsaharienne.   De  2006 à 2009, Fitzgerald a été Sous-secrétaire d’Etat adjoint au Bureau des Populations, Réfugiés et Migrations.  Son portfolio régional comprenait l’Afghanistan, le Pakistan, l’Afrique subsaharienne, l’Europe, l’Asie centrale et l’Amérique latine.  Il  y a administré un budget annuel de plus de 500 millions de dollars consacrés aux réfugiés et aux autres programmes d’assistance humanitaire dans ces régions.

Avant de rejoindre le Bureau des Populations, Réfugiés et Migrations, M. Fitzgerald a été Chef de mission adjoint de l’Ambassade des Etats-Unis à Kampala, en Ouganda.  Lors sa dernière année à Kampala, il a assuré les fonctions de Chargé d’affaires durant les élections controversées de 2006.  Diplomate de carrière au service du Département d’Etat des Etats-Unis depuis 21 ans, M. Fitzgerald a également été en poste au Togo, au Mali et Zambie ainsi qu’au Mexique et en Equateur.  De 1993 à 1995, M. Fitzgerald a travaillé au Bureau des Affaires politico-militaires à Washington, où il été en charge de la politique relative à la sécurité en Afrique.

Avant de rejoindre le Département d’Etat des Etats-Unis en 1988, M. Fitzgerald a été reporter et rédacteur pour United Press International et l’Organisation de Coopération et Développement économiques (OCDE) à Paris.  Il est diplômé de l’Université de Chicago.
